The short version
Unlimited ($297) gives you unlimited sub-accounts, white-label and at-cost rebilling. Founder ($497) adds SaaS Mode, markup on usage, advanced API, a set of Founder-only features and perks, and the $20 AI Employee Starter plan for clients. If you don’t need any of the Founder-only items, Unlimited still covers the core. Sources: pricing page and founder.gohighlevel.com.
Why this question got harder after LevelUp
Before LevelUp, the honest answer to “$297 or $497?” was usually “only go $497 if you need SaaS Mode.” That changed. HighLevel renamed the $497 plan to Founder and moved several new tools onto a Founder-only list (help article, landing page).
In the official Facebook group, a lot of $297 users found out by trying to open something new. One asked why Meeting Rooms was missing on their account, and a HighLevel team member confirmed it is “an exclusive feature of the $497 Founder Plan.”

What both plans share
A lot more than the price gap suggests. Per the pricing page, both include unlimited sub-accounts, unlimited contacts and users, and the core platform: CRM and pipelines, funnels and websites, workflows, calendars, email and SMS marketing, reputation management, courses, communities, payments and the mobile app.
Both also get free AI assistants for agency users. The AI pricing article lists Ask AI, AI Studio, Creator Studio and Content AI as free for agency users on the $97, $297 and $497 plans, subject to fair use. AI agents like Conversation AI and Voice AI are paid on both.
And both pay usage through the Agency Wallet. Founder does not make phone, SMS or email cheaper. The pricing guide lists email at $0.675 per 1,000 emails “across all plans.”
Where Founder is different
Money in, not just money through. On Unlimited you can pass phone and email costs to clients at cost. On Founder you can add a markup, and the pricing guide says that margin is set in Sub-Account Settings or the SaaS Configurator. AI Employee rebilling also needs the $497 plan.
SaaS Mode. The landing page describes it as picking which features go in each plan you sell, with account creation, permissions, logins and billing handled automatically on signup.
Advanced API. The plan comparison image in the pricing guide lists OAuth 2.0, create and update location, load snapshot, user management and get all snapshots under Advanced API.
The new Founder-only features. This is the part LevelUp changed. Project Management, Meeting Rooms, Workflow Maps, Ticketing, A2P Console, HighLevel Industries and the rest are listed as “Exclusive features only available in the Founder plan” on the landing page. Its own FAQ says “Some features are available now, with even more on the way.”
Partner Network. Only Founder customers can opt in. HighLevel plans to start matching businesses with qualified Partners on January 1, 2027, and says qualification “does not guarantee” leads or revenue (Partner Network article).
Who should pick Unlimited
Based on what HighLevel lists, Unlimited fits if:
- You run client accounts as a service agency and bill your own retainer, so you don’t need markup on usage.
- You don’t plan to sell HighLevel as your own software.
- You don’t need Project Management, Meeting Rooms, Ticketing or the industry tools inside HighLevel, or you already use other tools for them.
- You want free AI assistants for your team, and you’re fine with clients using Growth, Unlimited or pay-per-use for AI in their sub-accounts.
Who should pick Founder
Founder fits if one or more of these is true:
- You resell HighLevel under your brand and want SaaS Mode and markup on phone, email and AI usage (pricing guide).
- You want to give clients AI building tools at the $20 Starter level, which is Founder-only (AI pricing article).
- You serve restaurants or home services and want HighLevel Industries, which HighLevel says is exclusive to Founder (landing page).
- You manage A2P registrations for many clients and want A2P Console.
- You want to run projects, tickets and client meetings inside HighLevel.
- You plan to join the Partner Network.
I’d add one practical note from my time on the HighLevel customer success side: check that the specific feature you are upgrading for is live in your account, or at least in Labs, before you build an offer around it. HighLevel itself says some Founder features are still on the way.
Switching between them
The pricing page FAQ says a mid-month upgrade charges only the prorated difference, and you can downgrade later. The Founder help article adds that downgrading means losing Founder-exclusive features. If you’ve set up SaaS plans or marked-up rebilling, plan for that before you move down.
Still torn between the two? My plan quiz on AgencyGrowth Kit, my other site, asks about sub-accounts, SaaS mode, rebilling, API access, AI and budget, then names the cheapest plan that covers your answers, with a Help Center link for each reason. AgencyGrowth Kit carries my affiliate link too, so I’m saying that up front.
What HighLevel has not said yet
As of 30 October:
- Exact AI allowances per plan. “More free AI” and “The Most Free AI” are not defined in numbers.
- Rollout dates for Founder features that are still coming, including Custom Onboarding and Email Health Console.
- Details of Founder perks like Payment Commissions, AdFuel and the Founder Support Plan.
- Mixed wording on HighLevel’s own pages. The pricing page Unlimited card lists “Basic API Access” but not white-label, while the landing page Unlimited card lists both. The pricing page FAQ also says Unlimited and Pro can rebill “often adding a markup,” but the pricing guide says markup is Founder-only. I’d go with the pricing guide and confirm in your billing settings.
Want to try it? HighLevel’s bootcamp page offers a 30-day free trial plus a free live bootcamp every weekday where they help you set things up. HighLevel notes that communication charges (like SMS and calls) may still apply during the trial. The standard trial on the Founder page is 14 days. Both are my affiliate links, so I earn a commission if you sign up through them, at no extra cost to you.
If 30 days still isn’t enough time to set things up properly, sign up through my link and message me. I’ve helped people get their trial extended, up to 60 days in some cases. It’s personal help from me, not a guaranteed or official HighLevel offer.
FAQ
What is the main difference between Founder and Unlimited?
Both have unlimited sub-accounts. Founder adds SaaS Mode, rebilling with markup, advanced API access, a list of Founder-only features such as Project Management, Meeting Rooms, Workflow Maps, A2P Console and HighLevel Industries, the $20 AI Employee Starter plan for sub-accounts, and perks such as the Partner Network and Founders Club.
Does the $297 Unlimited plan get free AI?
Yes. HighLevel says AI assistants like Ask AI and AI Studio are free for agency users on the $97, $297 and $497 plans, subject to fair use. Founder gets higher allowances and advanced Creator Studio models, but HighLevel has not published the exact limits.
Is free AI Studio only on the $297 and $497 plans?
No. The HighLevel account answered this in the official Facebook community: it is 'all plans. Not just the $297/$497 plans.' HighLevel's AI pricing article lists AI Studio as free for agency users on the $97, $297 and $497 plans, subject to fair use. Founder gets higher allowances, but the limits are not published.
Can I rebill phone and email on Unlimited?
Yes, at cost. HighLevel's pricing guide says rebilling without markup is available on the $297 and $497 plans, and rebilling with markup only on the $497 Founder Plan.
If I upgrade mid-month, do I pay the full $497?
HighLevel's pricing page FAQ says that if you upgrade mid-month, you are only charged the prorated difference.
What happens to Founder features if I downgrade to Unlimited?
HighLevel says you lose access to features exclusive to the Founder Plan when you downgrade.
Does turning on the new navigation give $297 users Founder features?
No. A HighLevel team member confirmed in the official community that the new navigation does not unlock features your plan does not include.
